The Pants of the Naaru can take you almost all the way to 80, especially if you enchant them with a Sapphire Spellthread. There are enchants available from Tailors or on the AH for all of these items except the Black Mageweave Leggings. Needless to say, this sequence is for leveling and daily grinding only. By the time your cloth wearer hits 70, it's going to be difficult to avoid dressing them in a robe and arming them with a staff, but there are some alternatives if you work at them.
